'D' and 'G' are analogous proposals differ-
-ing only in detail from each other.
They provide for a library on the best front
of the building where the pediment with the figure of justice
is situated. This would interfere to some extent with the light-
-ing of the large court, but it can be overcome in great measure
by providing suitable skylights in the roof of the Library.
I am of opinion that proposals 'A' and 'B'
should be discarded and that either 'C' or 'D' should be carried
out. With regard to 'C', I understand that it is unnecessary
that the Third Court should be equipped as a Criminal Court. The
floor-space will therefore not be occupied by a dock for pri-
-soners and need not be so extensive as in the case of the other
two courts. As regards 'D', the sketch plan shows three stair-
-cases extending to the top floor. I think the one at the West
end of the Second Court might be omitted. This will leave two
staircases, diagonally opposite each other.
It is important that the scheme to be carri-
-ed out should be settled as soon as possible and I would ask that
the Architects be instructed to communicate their decision by
wire, giving the reference letter of the one to be adopted.
